Tekonsha does have their PowerTrac # 39523 time-delayed controller but before you give up on proportional controllers I recommend checking out the Primus IQ # TK90160 because it's a more basic setup than the Prodigy P3 but you still get the control and accuracy of a proportional setup. Either of the controllers mentioned above will plug right into the Tekonsha wiring you have on your vehicle.

We have exactly what you need. First you will need to start with a 4-way on your 1974 Dodge Sportsman. For that you will want part # 18252.
